Documentation depth, mainly. A private fleet manager may accept a photograph and a total. A public purchasing department needs itemized line items, purchase order references, photographic evidence tied to specific damage, and a paper trail that survives an audit years later. That record gets built into the job from the beginning rather than assembled after the fact, because reconstructing it later never goes well.

The second difference is standardization. Agencies specify equipment layouts, marking positions, colors and numbering across whole classes of vehicle, so a unit that comes back with a console two inches off or a stripe at the wrong height is a unit that does not match its twenty siblings. Existing layouts get measured and photographed before teardown for exactly that reason.

The third is scheduling discipline. Public fleets deliver services on a schedule that does not flex, so multi unit work is staged so no more than one or two units in a class are down at once. That schedule is agreed in advance rather than improvised, and the longest job starts first because it holds the calendar for everything behind it.

How is upfit equipment handled during a body repair?

It comes off, and it goes back exactly where it was. Light bars, scene lighting, consoles, partitions, radio equipment and specialty body components all get documented for mounting position, fastener pattern, cable routing and connector location before anything is removed. Agencies standardize those layouts, and approximate reinstallation produces a unit that gets rejected by the people who use it.

Reinstallation is also the moment to correct what was marginal. Mounting feet fastened through unsupported panel get backing plates, roof and body penetrations get resealed with the correct product rather than a bead over old material, and corroded ground points get cleaned to bare metal and reterminated. Those corrections cost almost nothing while the equipment is out and they eliminate faults agencies otherwise chase for years.

Specialty bodies follow their own rules. Compartment doors, dump body pivot and hoist mounting structure, and roll up compartment doors on apparatus all get repaired to their construction rather than to a generic procedure. Cracks at hoist and pivot mounts are mapped fully, repaired to sound material, and then given a changed load path so the same crack does not return next season.

Why does corrosion move faster on municipal units?

Washdown. Public fleets clean their equipment frequently and thoroughly, and that water finds compartment floors, seams behind mounting plates, drip rails and the underside of bodies. Southern California avoids winter road salt, so the process is slower than it would be elsewhere, but it is continuous and it starts in places that are never inspected until something is already perforated.

The durable repair replaces sections rather than patching over them. A rotted compartment floor gets cut out, the surrounding structure gets treated, and the interior surfaces get a coating that tolerates standing water and dropped equipment. Patching over rust traps moisture underneath and the same area fails again, usually larger than the first time.

The efficient approach is opportunistic. Whenever a unit is in for other work and an area is open, treating and coating cavities that are otherwise unreachable costs very little at that moment and is effectively impossible later. Agencies that adopt this habit across a fleet extend body life substantially without adding a separate corrosion program.

What is involved when a unit is surplussed?

More than most agencies budget for. Every piece of agency identification comes off, which means striping, chevrons, seals, unit numbers and any emergency marking, and removal reveals ghosting where the vinyl protected the finish underneath. Equipment removal has to close and seal penetrations properly rather than tape over them, since the unit will be someone else vehicle in a matter of weeks.

The appearance decision is worth making deliberately. Removal with adhesive cleanup and a correction pass produces an acceptable result on many units. Where the exposed finish has chalked badly, respraying the affected panels or the full unit usually returns considerably more at auction than it costs. Looking at the actual finish before deciding is better than applying a blanket policy.
